In pursuance of the provisions enshrined under the Right to Information Act, 2005, and in furtherance of the cardinal principles of transparency, accountability, participatory governance, and administrative probity in higher education institutions, Teachers Training College (B.Ed.), Aalo has instituted a structured and legally compliant Right to Information (RTI) mechanism. In accordance with statutory requirements, the College has formally designated a Central Public Information Officer (CPIO) and a First Appellate Authority (FAA) to facilitate citizens’ access to information held by the institution.

The RTI framework of the College operates as an institutional transparency instrument, enabling stakeholders, applicants, and members of the public to seek information pertaining to the administrative, academic, financial, and regulatory functioning of the institution. The mechanism is designed to ensure timely dissemination, factual accuracy, and authenticated disclosure of information, thereby reinforcing public confidence in institutional governance and decision-making processes.

The Central Public Information Officer functions as the statutory nodal authority for receiving, processing, and responding to RTI applications within the time limits prescribed under the Act. The First Appellate Authority, being administratively superior to the CPIO, is empowered to adjudicate appeals arising from decisions or omissions of the CPIO, ensuring procedural fairness and supervisory oversight in accordance with Section 19 of the Act.

The College is committed to strict adherence to the doctrine of maximum disclosure, subject to the lawful exemptions enumerated under Sections 8 and 9 of the RTI Act, 2005. Information relating to personal data, confidential records, examination processes, and sensitive institutional deliberations is governed by statutory exemptions and disclosed only in accordance with due legal process.

Through the effective operationalization of the RTI mechanism, Teachers Training College (B.Ed.), Aalo seeks to institutionalize a culture of openness, responsiveness, and ethical administration, fully aligned with national legislative intent and best practices in higher education governance.

1. Objectives of RTI at Teachers Training College, B.Ed., Aalo

The Right to Information Act, 2005 is a landmark legislation enacted by the Government of India to promote transparency and accountability in public authorities. As a teacher education institution functioning under the regulatory framework of the University Grants Commission, the National Council for Teacher Education, and affiliated to Rajiv Gandhi University, Teachers Training College, B.Ed., Aalo is committed to upholding the highest standards of openness, institutional integrity, and public accountability.

1.1 Promote Transparency and Accountability
  • Ensure openness in academic, administrative, and financial matters.
  • Provide access to decisions related to admissions, examinations, appointments, finances, and policies.
  • Maintain systematic institutional records for traceability.
  • Implement governance principles in accordance with RTI Act, UGC, NCTE, and RGU norms.
1.2 Empower Stakeholders through Access to Information

2. Functions of the RTI Cell / Designated Public Information Officer (PIO)
A. Information Dissemination & Record Keeping
  • Maintain updated academic, administrative, and financial records.
  • Ensure proper classification and indexing of documents.
  • Publish proactive disclosures under Section 4 of the RTI Act including academic programmes, fee structure, governance details, annual reports, and accreditation status.
B. Processing of RTI Applications
  • Receive and process RTI applications under statutory timelines.
  • Provide responses within 30 days or 48 hours in life and liberty cases.
  • Communicate lawful rejections under Sections 8 and 9 where applicable.
C. Coordination with Regulatory Bodies
  • Liaise with UGC, NCTE, and Rajiv Gandhi University.
  • Ensure compliance with regulatory disclosure norms.
D. Facilitation and Grievance Redressal
  • Assist applicants in submitting RTI requests.
  • Transfer applications under Section 6(3) when required.
  • Forward appeals to First Appellate Authority.
E. Awareness and Capacity Building
  • Conduct orientation on RTI provisions.
  • Promote best practices in record management.
F. Record Management and Protection
